Interim Final Rule Adopts CCD+ as the EFT Standard

Today, the Centers for Medicare & Medicaid Services (CMS) announced an interim final rule for comment period (IFC) under which the Department of Health and Human Services (HHS) adopts standards for the Health Care Electronic Funds Transfer (EFT) and Remittance Advice transaction (RA) under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The interim final rule adopts the NACHA CCD+ Addenda implementation specifications in the 2011 NACHA Operating Rules and Guidelines, and the TRN Segment implementation specifications in the X12 835 TR3 for the data content of the Addenda Record of the CCD+ Addenda. The interim final rule is effective as of January 1, 2012, with a compliance deadline for health plans to be able to use the standards by January 1, 2014.

NCVHS Recommends Adoption of Operating Rules for EFT and ERA

Last month, the National Committee on Vital and Health Statistics (NCVHS) formally recommended that HHS adopt the set of five operating rules for EFT and ERA that were submitted by CAQH CORE and NACHA on August 1, 2011, conditional on certain revisions to the proposed rules. It is anticipated that HHS will issue an interim final rule to adopt the operating rules for EFT and ERA in July 2012.
